Terms of the Public Private Partnership (PPP) entered between Statistics SA and the consortium that has been contracted to undertake the project which is headed by WBHO emphasise on transformation. They emphasise on the need to explicitly detail and negotiate Broad Based Black Economic Empowerment (BBBEE) requirements beyond Preferential Procurement Policy Framework Act (PPPFA). Specifically, the following are the critical empowerment components of the project:
• 50 people of the people employed on the project have to be from local communities;
• 15% have to be black people from local communities;
• Half of the employees in the maintenance and operating phase of the project have to be comprised of black women;
• At least 15% (20% in the operating and maintenance phase) of the goods and services have to be procured from Tshwane-based enterprises;
• Over half of the skilled employees in the operating and maintenance phase of the project have to be comprised of black women;
• A portion of the goods and services have to be procured from Tshwane based black women owned enterprises; and
• A portion of the value of the project has to be spent on small and medium enterprises located in Tshwane as well as Tshwane based communities.
